What's inside an ICO file
An ICO starts with a small directory that lists each image it holds: width, height, colour depth and where its bytes start. The images themselves are either PNG data or old-style Windows bitmaps.
This tool reads that directory and decodes both kinds, so even icons made by tools from the early 2000s come out as clean PNGs.

How do I convert an ICO to PNG?

Why are there several images in one ICO file?
ICO is a container. A favicon.ico usually holds 16, 32 and 48 px versions so each place that shows the icon can pick the size that looks sharp.
Is the transparency kept?
Yes. PNG-encoded images keep their alpha channel, and older bitmap icons have their transparency mask applied before export.
Does this work offline?
Yes. Once the page has loaded, the decoding happens entirely in your browser.
